Was 'Zus & Zo' really Oscar-worthy?

It's been critally panned and ignored by audiences. And it's just been nominated for an Oscar.
The Dutch film Zus & Zo has been nominated for a Best Foreign Language film but many film critics would beg to differ. The film received a "Rotten" ranking on Rottentomatoes.com, only 33% fresh, because 6 out of the 9 reviewers disliked it. What's more, the film has been ignored by film audiences. The film is currently in a struggling limited release in 4 theaters.
Zus & Zo isn't considered a front runner come Oscar time - the current favorites to win are Mexico's "El Crimen del Padre Amaro" and Hong Kong's "Hero."
